HALF MOON BAY NEWS | 2026 COMMUNITY REPORTING

A proposal submitted in June 2026 would bring 52 income-restricted rental homes to Metzgar Street between Main Street and Cabrillo Highway in Half Moon Bay. MidPen Housing filed notice of its intent to pursue the project on June 3, shared plans at a June 4 community meeting and presented the concept to the City Council June 16.

Where the units would be built

The city’s project page describes three separate three-story buildings totaling approximately 58,756 square feet, with landscaped courtyards and a campus-style design. The draft includes 24 one-bedroom, 15 two-bedroom and 13 three-bedroom units; one two-bedroom apartment is designated for an onsite property manager.

Who the project is intended to serve

The city characterizes the proposal as entirely affordable housing for households earning up to 60 percent of area median income. That does not mean all households are guaranteed a unit, nor does it establish a final tenant selection process. Eligibility and application details would require approved project documents and the future housing provider’s official announcements.

What the plan includes beyond apartments

The application concept identifies 64 onsite parking spaces, a community room, learning center, property management office and resident services space. Improvements along Metzgar Street would include curbs, gutters and sidewalks, together with stormwater infrastructure. Residents may review how those components would change traffic, walking access and neighborhood services.

Approval versus proposal

The development site appears in the city’s 2023–2031 Housing Element, which identifies opportunities to meet housing goals. MidPen submitted an SB 35 notice of intent, not proof that construction is complete. The city project page hosts documents and public comments. Half Moon Bay News will follow formal application decisions, building permits and construction separately.
